What Is The Hague Convention?

The Hague Convention is a multilateral treaty that provides a civil mechanism for securing the prompt return of children who have been abducted from their home country. The United States is one of the countries that ratified the treaty.

Under the Convention’s provisions, a person who breaches the child custody rights of another person, parent, or institution, even before any abduction takes place, commits the offense of wrongful removal or wrongful retention of a child.
